Twitter is considering localizing the storage of some of its Russian\u00a0users\u2019 personal data in order to comply with data localization laws, TechCrunch has confirmed.<\/p>\n

The\u00a0Moscow Times<\/a>\u00a0reported earlier today that Russian communications regulator Roskomnadzor has secured an agreement from Twitter to\u00a0transfer Russian users\u2019 data to local\u00a0servers by mid-2018\u00a0\u2014 with\u00a0the agency\u2019s chief,\u00a0Alexander Zharov, briefing press to say Twitter is\u00a0currently\u00a0\u201cin the process of determining what information about Russian citizens and organizations in commercial relations with Twitter in Russia can be stored in the Russian Federation\u201d.<\/p>\n

Twitter declined to comment on the newspaper\u2019s\u00a0report, but a source\u00a0familiar with the matter confirmed the report to us, saying Twitter\u00a0is reviewing its compliance with the law, and may move some user data to servers located in the country. Currently the company stores no data in Russia.<\/p>\n

Specifically, we\u2019re told that Twitter\u00a0is reviewing where it stores the data of Russian users who have a commercial relationship as\u00a0advertisers on the\u00a0platform. At this stage it\u00a0remains a review. No\u00a0guarantees have yet been given by Twitter that any Russian user data will be localized, according to our source.<\/p>\n

The Russian law was passed in\u00a02014 and came into effect in September 2015. So cracking down on foreign tech companies\u2019 compliance does not appear to have been an especially accelerated priority for Russian authorities. Although, in recent times, the local federal executive body responsible for policing data and digital comms issues has pursued a legal route against LinkedIn to try to enforce compliance in its case. That culminated in the professional social network\u00a0being blocked in Russia last November<\/a>.<\/p>\n

The data localization\u00a0law is controversial, with the Russian government saying the legislation is a way to protect its citizens\u2019 personal\u00a0data, while\u00a0critics\u00a0claim it offers\u00a0an easier route for the Russian government to\u00a0access the\u00a0data for itself.<\/p>\n

Setting aside the controversy question, there\u2019s also the issue of\u00a0plain old uncertainty:\u00a0A\u00a0QA<\/a> about the law on the Russian Telecoms Ministry\u2019s own website concedes there\u2019s legal uncertainty for companies about how to comply, and more so for\u00a0foreign Internet companies with no physical presence in\u00a0Russia.<\/p>\n

Even so, some big\u00a0tech firms have complied \u2014 including\u00a0Apple<\/a> and Google<\/a>\u00a0\u2014 while others such as Facebook and Twitter held out.<\/p>\n

Last month Roskomnadzor continued its\u00a0block of LinkedIn<\/a>\u00a0after\u00a0the professional network continued to refuse to comply with the data localization law. So it\u2019s possible the\u00a0ongoing LinkedIn block\u00a0may be concentrating minds at\u00a0Twitter HQ, and encouraging the company\u00a0to look for ways to offer some compliance concessions to the Russians to head off similar action.<\/p>\n

It\u2019s worth noting that Twitter as a rule does not require\u00a0users to hand over a lot of personal data when they sign up to use the service \u2014 only\u00a0an email address is required (although users can also provide more personal data voluntarily, such as their real name, a phone number and tag their location and tweets if they choose).<\/p>\n

Users who advertise via Twitter\u00a0may therefore\u00a0be more obvious compliance targets for the law, given they will inevitably have to\u00a0provide Twitter\u00a0with more personal data than just an email address given\u00a0they are also paying for advertising\u00a0services.<\/p>\n
