{"id":18896,"date":"2020-05-28T05:03:40","date_gmt":"2020-05-28T05:03:40","guid":{"rendered":"https:\/\/rbsitsoftwaresolution.com\/blog\/5g-ai-cybersecurity-and-renewable-energy-set-for-investment-boost-under-eu-coronavirus-recovery-plan.html"},"modified":"2020-05-28T05:03:40","modified_gmt":"2020-05-28T05:03:40","slug":"5g-ai-cybersecurity-and-renewable-energy-set-for-investment-boost-under-eu-coronavirus-recovery-plan","status":"publish","type":"post","link":"https:\/\/www.rbsitsoftwaresolution.in\/blog\/5g-ai-cybersecurity-and-renewable-energy-set-for-investment-boost-under-eu-coronavirus-recovery-plan.html","title":{"rendered":"5G, AI, cybersecurity and renewable energy set for investment boost under EU coronavirus recovery plan"},"content":{"rendered":"<p id=\"speakable-summary\">The <a href=\"javascript:void(0)\">European Commission <span class=\"crunchbase-tooltip-indicator\" \/><\/a> is proposing to direct billions of euros of financial relief into high tech and green investments to help the bloc recover from the coronavirus crisis.<\/p>\n<p>Technologies such as 5G, AI, cloud, cybersecurity, supercomputing and renewable energy look set to benefit from a \u20ac750BN pan-EU support package set out today \u2014 aligning with the Commission\u2019s pre-existing <a href=\"javascript:void(0)\">policy priorities<\/a> before the pandemic struck the region, causing thousands of deaths and major economic damage.<\/p>\n<p>\u201cUrgent action is needed to kick-start the economy and create the conditions for a recovery led by private investment in key sectors and technologies. This investment is particularly crucial to the success of Europe\u2019s green and digital transitions,\u201d it writes in a <a href=\"javascript:void(0)\">factsheet<\/a> on its budget proposal <a href=\"javascript:void(0)\">set out today<\/a> \u2014 which is being slated as a wider \u201crecovery plan\u201d for Europe.<\/p>\n<p>\u201cInvestment in key sectors and technologies, from 5G to artificial intelligence and from clean hydrogen to offshore renewable energy, holds the key to Europe\u2019s future,\u201d it adds.<\/p>\n<p>On the green deal front, it\u2019s touting:<\/p>\n<ul>\n<li>A\u00a0massive\u00a0renovation wave of our buildings and infrastructure and a more\u00a0circular economy, bringing local jobs;<\/li>\n<li>Rolling\u00a0out\u00a0renewable energy\u00a0projects, especially wind, solar and kick-starting a\u00a0clean hydrogen economy\u00a0in Europe;<\/li>\n<li>Cleaner transport and logistics,\u00a0including the installation of one million charging points for electric vehicles and a boost for rail travel and clean mobility in our cities and regions;<\/li>\n<\/ul>\n<p>It also plans to funnel more financial support into a Just Transition Fund to support re-skilling and help businesses tap into the economic opportunities offered by digitization and going green.<\/p>\n<p>The Commission estimates that at least \u20ac1.5 trillion will be needed to reboot the EU\u2019s economy as a result of the pandemic crisis in 2020-2021 alone \u2014 so the budget proposals include a revision of the 2014-2020 multiannual financial framework as well as a financial framework for the 2021-2027 period.<\/p>\n<p>The Commission is proposing to borrow \u20ac750BN on the financial markets, through the issuance of bonds, for a \u2018Next Generation EU\u2019 fund which will be channelled through EU programs between 2021 and 2024 \u2014 with the loan to be repaid over \u201ca long period of time throughout future EU budgets\u201d (not before 2028 and not after 2058).<\/p>\n<p>It\u2019s proposing three investment pillars for this fund: One focused on support for EU Member States via direct investment and reforms; a second focused on kick starting the EU economy by incentivizing private investments; and a third aimed at learning lessons from the COVID-19 crisis, with a big focus on health, as well as civil contingencies and foreign aid.<\/p>\n<p>Under the first pillar, digital and green technologies are set to benefit from a proposed \u20ac560BN Recovery and Resilience Facility that will offer EU Member States financial support for related investments and reforms, including a grant facility of up to \u20ac310BN and up to \u20ac250BN available in loans.<\/p>\n<p>\u201cSupport will be available to all Member States but concentrated on the most affected and where resilience needs are the greatest,\u201d the Commission said today.<\/p>\n<p>It\u2019s also proposing \u20ac15BN extra for\u00a0the European Agricultural Fund for Rural Development \u2014 to \u201csupport rural areas in making the structural changes necessary in line with the European Green Deal and achieving the ambitious targets in line with the new biodiversity and Farm to Fork strategies\u201d.<\/p>\n<p>Under the second pillar, a new Solvency Support Instrument is intended to mobilize private resources to support what the Commission bills as \u201cviable\u201d European companies in the sectors, regions and countries most affected.\u00a0It wants this support to be operational from 2020, and is suggesting a budget of \u20ac31BN with the aim of aiming to unlock \u20ac300BN in solvency support for companies from all economic sectors (to \u201cprepare them for a cleaner, digital and resilient future\u201d, as it puts it).<\/p>\n<p>There\u2019s also more money for the InvestEU investment program which the Commission wants to see hitting \u20ac15.3BN over the budget period to spin up more private investment in projects across the EU.<\/p>\n<p>It\u2019s also proposing a new Strategic Investment Facility be built into InvestEU which it wants to generate investments of up to \u20ac150BN to boost the resilience of \u201cstrategic sectors\u201d, again notably those linked to the green and digital transition \u2014 with \u20ac15BN set to be chipped in here from the Next Generation EU pot.<\/p>\n<p>Under the third pillar, the Commission is earmarking \u20ac9.4BN for a new health programme, EU4Health, that\u2019s intended to strengthen health security and prepare for future health crises.<\/p>\n<p>While the Horizon Europe research program is set to get \u20ac94.4BN \u2014 including to support what it dubs \u201cvital research\u201d in health, resilience and the green and digital transitions.<\/p>\n<p>Commenting in a statement, European Commission president, Ursula von der Leyen,\u00a0said: \u201cThe recovery plan turns the immense challenge we face into an opportunity, not only by supporting the recovery but also by investing in our future: the European Green Deal and digitalization will boost jobs and growth, the resilience of our societies and the health of our environment. This is Europe\u2019s moment. Our willingness to act must live up to the challenges we are all facing. With Next Generation EU we are providing an ambitious answer.\u201d<\/p>\n<p>In terms of next steps, the Commission\u2019s budget proposals will need to gain political agreement from the European Council.
