The still fresh-in-post<\/a> boss of Instagram, Adam Mosseri, has been asked to meet the UK\u2019s health secretary, Matt Hancock, to discuss the social media platform\u2019s handling of content that promotes suicide and self harm, the\u00a0BBC<\/a>\u00a0reports.<\/p>\n

Mosseri\u2019s summons follows an outcry in the UK over disturbing content being recommended to vulnerable users of Instagram, <\/a> following the\u00a0suicide of a 14 year old schoolgirl<\/a>, Molly Russell, who killed herself in 2017.<\/p>\n

After her death, Molly\u2019s family discovered she had been following a number of Instagram accounts that encouraged self-harm.\u00a0Speaking to the BBC last month<\/a> Molly\u2019s father said he did not doubt the platform had played a role in her decision to kill herself.<\/p>\n

Writing in the\u00a0Telegraph<\/a>\u00a0newspaper today, Mosseri makes direct reference to Molly\u2019s tragedy, saying he has been \u201cdeeply moved\u201d by her story and those of other families affected by self-harm and suicide, before going on to admit that Instagram is \u201cnot yet where we need to be\u00a0on the issues\u201d.<\/p>\n

\u201cWe rely heavily on our community to report this content, and remove it as soon as it\u2019s found,\u201d he writes, conceding that the platform has offloaded the lion\u2019s share of responsibility for content policing onto users thus far. \u201cThe bottom line is\u00a0we do not yet find enough of these images before they\u2019re seen\u00a0by other people,\u201d he admits.<\/p>\n

Mosseri then uses the article to announce a couple of policy changes in response to the public outcry over suicide content.<\/p>\n

Beginning this week, he says Instagram will begin adding \u201csensitivity screens\u201d to all content it reviews which \u201ccontains cutting\u201d.\u00a0\u201cThese images will not be immediately visible, which will make it more difficult for people to see them,\u201d he suggests.<\/p>\n

Though that clearly won\u2019t stop fresh uploads from being distributed unscreened. (Nor prevent young and vulnerable users clicking to view disturbing content regardless.)<\/p>\n

Mosseri justifies Instagram\u2019s decision not to blanket-delete all content related to self-harm and\/or suicide by saying its policy is to \u201callow people to share that they are struggling even if that content no longer shows up in search, hashtags or account recommendations\u201d.<\/p>\n

\u201cWe\u2019ve taken a hard look at our work and though we have been focused on the individual who is vulnerable to self harm, we need to do more to consider the effect of self-harm images on those who may be inclined to follow suit,\u201d he continues. \u201c<\/span>T<\/span>his is a difficult but important balance to get right. These issues will take time, but it\u2019s critical we take big steps forward now. To that end we have started to make changes.\u201d<\/span><\/p>\n

Another policy change he reveals is that Instagram will stop its algorithms actively recommending additional self-harm content to vulnerable users. \u201c[F]<\/span>or images that don\u2019t promote self-harm, we let them stay on the platform, but moving forward we won\u2019t recommend them in search, hashtags or the Explore tab,\u201d he writes.<\/p>\n

Unchecked recommendations have opened Instagram up to accusations that it essentially encourages depressed users to self-harm (or even suicide) by pushing more disturbing content into their feeds once they start to show an interest.<\/p>\n

So putting limits on how algorithms distribute and amplify sensitive content is an obvious and overdue step \u2014 but one that\u2019s taken significant public and political attention for the Facebook <\/a>-owned company to make.<\/p>\n

Last year the UK government announced plans to legislate on social media and safety, though it has yet to publish details of its plans (a white paper setting out platforms\u2019 responsibilities is expected in the next few months). But just last week a UK parliamentary committee also urged the government to place a legal \u2018duty of care\u2019<\/a> on platforms to protect minors.<\/p>\n

In a statement given to the BBC, the Department for Digital, Culture, Media and Sport confirmed such a legal duty remains on the table. \u201cWe have heard calls for an internet regulator and to place a statutory \u2018duty of care\u2019 on platforms, and are seriously considering all options,\u201d it said.<\/p>\n

There\u2019s little doubt that the prospect of safety-related legislation incoming in a major market for the platform \u2014 combined with public attention on Molly\u2019s tragedy \u2014 has propelled the issue to the top of the Instagram chief\u2019s inbox.<\/p>\n

Mosseri writes now that Instagram began \u201ca comprehensive review last week\u201d with a focus on \u201csupporting young people\u201d, adding that the revised approach entails reviewing content policies, investing in technology to \u201cbetter identify sensitive images at scale\u201d and applying measures to make such content \u201cless discoverable\u201d.\u00a0<\/span><\/p>\n

He also says\u00a0it\u2019s \u201cworking on more ways\u201d to link vulnerable users to third party resources, such as by connecting them with organisations it already works with on user support, such as Papyrus <\/a> and Samaritans.\u00a0But he concedes the platform needs to \u201cdo more to consider the effect of self-harm images on those who may be inclined to follow suit\u201d \u2014 not just on the poster themselves.\u00a0<\/span><\/p>\n

\u201cThis week we are meeting experts and academics, including Samaritans, Papyrus and Save.org, to talk through how we answer these questions,\u201d he adds. \u201cWe are committed to publicly sharing what we learn. We deeply want to get this right and we will do everything we can to make that happen.\u201d<\/p>\n

We\u2019ve reached out to Facebook, Instagram\u2019s parent, for further comment.<\/p>\n

One way user-generated content platforms could support the goal of better understanding impacts of their own distribution and amplification algorithms is to provide high quality data to third party researchers so they can interrogate platform impacts.<\/p>\n

That was another of the recommendations from the UK\u2019s science and technology committee last week. But it\u2019s not yet clear whether Mosseri\u2019s commitment to sharing what Instagram learns from meetings with academics and experts will also result in data flowing the other way \u2014 i.e. with the proprietary platform sharing its<\/em> secrets with experts so they can robustly and independently study social media\u2019s antisocial impacts.<\/p>\n

Recommendation algorithms lie at center of many of social media\u2019s perceived ills\u00a0\u2014 and the problem scales far beyond any one platform. YouTube\u2019s <\/a> recommendation engines have, for example, also long been criticized for having a similar \u2018radicalizating\u2019 impact \u2014 such as by pushing viewers of conservative content to far more extreme\/far right and\/or conspiracy theorist views.<\/p>\n

With the huge platform power of tech giants in the spotlight, it\u2019s clear that calls for increased transparency will only grow \u2014 unless or until regulators make access to and oversight of platforms\u2019 data and algorithms a legal requirement.<\/p>\n
